Intervention by Roberto D'Agostino
intervention Gianfranco Bettin The promise to build a councilor Mingardi biciplan to the Lido, was not considered a sufficient guarantee, especially since government is expiring. It rejected the suggestion of the Greens, supported by us, to withdraw the plan after a few days and re-integrated in the proposed biciplan. There is nowhere to vote against. We publish in our part of the intervention of the parent reasons for voting against the Communist Refoundation.
--------------------------------------------- ----
First we put a question of method: more in December 2008 we presented a series of comments on the General Plan of Urban Traffic (PGTU) to the general protocol. These observations were not considered because, learn from the press, the office wrong. We then wonder what happened to. We have already raised the issue in committee and we put it here in the council. Beyond the technical issue here is also a political issue: we are asked to vote on the traffic plan, when our observations on it have not been approved will not say, but even thrown in a reasoned: were not taken into account in any way!
Leaving aside this question, because a number of comments submitted by citizens also take up the issues raised by us, we enter into the matter. We believe that the plan is insufficient, especially given the fact that it was drawn up in ten years. In large part, made a picture of what exists, exists that has been successfully implemented by the Municipality in recent years has shown clearly that a sensitivity on the subject institution. But now it's time to go further.
Our observations were essentially two points: the cycle lanes and provision for parking of 456 places in the lagoon of S. Nicholas.
Regarding cycling : The plan does not provide, drawing lanes in place, such as those now found in Via Sandro Gallo, Via Colombo to Via Malamocco. As the lanes also help to bring order to the traffic, do not offer quite the same safety of bicycle lanes within own. I remember that the introduction of such courses had raised many doubts in the committee and also criticism from the Police Station and had in fact been introduced on an experimental basis.
The failure to include bicycle lanes is justified by three reasons: first, by the 'low level of vehicular traffic. " This leaves us puzzled, the traffic is considerable and it is certainly disproportionate to the needs of the island. Then he alleges was a lack of space: if this is true for some roads, in others (for example, St. Nicholas and the Rivieras SM Elizabeth, in the way of St. Gallen where the roadway widens, in Malamocco, in ' ex riding the tram in the promenades ...) space is sufficient. Finally, we talk about lack of funds: a few days ago has been emphasized in the press opening of the circuit cycleways Trivignano for which it was spending a huge amount. As the city of Venice is unique, we wonder why the Lido has not been considered in the project of bicycle paths, a part of the funds allocated to the mainland could also be used in our island.
We are accused of having an "ideological approach" to the question. We wonder whether it is the ideological approach of the Mayor Cacciari says that the cycle lanes at the Lido are "ridiculous." They are not ridiculous, are necessary for safety!
The other point, I said, is the issue of parking of 456 parking spaces at the station to the Ferry Boat S. Nicholas. The purpose stated in the introduction of Traffic Plan (PGTU) is the "reduction of vehicular traffic." In the illustration of the Urban Mobility (PUM) have been told that an instrument for achieving this objective is the reduction of parking that discourages car use. Well, the PGTU of Lido, then places the stretched target of PUM provides this mega-parking cars would also be allocated to the residents of the historic center of Venice, now parked on the streets of the island. We feel that the problem is how to "cram" the best cars, but rather how to prevent them from arriving at the Lido.
